Upgrade the Az.Cdn general-release module from service API 2026-04-01-preview directly to 2026-10-01. A separate July API release is not required.

• Pin generation to Azure/azure-rest-api-specs PR #46965 commit 77c5c1cbdaefb13ec55c83302b6aaccfee33fd62 and update the AutoRest inputs, generated client/cmdlets, UX metadata, and Markdown help.
• Add the October InvocationPoint.ClientResponse value for EdgeAction delivery-rule actions. Offline tests verify canonical "invocationPoint": "ClientResponse" request serialization, polymorphic response deserialization, and October API usage for Create, Update, and Get.
• Add server TLS group configuration, including post-quantum key exchange groups, and origin certificate subject name validation settings.
• Preserve existing mTLS, profile/domain/route WAF associations, origin authentication token destination headers, and URL signing.
• Retain the previously published AfdUrlSigningAction, AfdUrlSigningActionParameters, and TypeName public models and their discriminator/serialization through a reproducible AutoRest compatibility overlay. October Swagger removes these shapes; retaining them avoids client-surface removals. This does not advertise new October service support for these legacy shapes or prove backend compatibility.
• Retain all 16 standalone *-AzCdnEdgeAction* resource cmdlets on their existing 2024-07-22-preview API, including generated clients/models, tests, recordings, examples, and help. EdgeAction delivery-rule actions also remain available.
• Keep this PR scoped to the API upgrade and additive features, without the previously proposed EdgeAction breaking change. Any standalone EdgeAction removal will be handled in a separate future PR; the existing advance announcement in [Cdn] Pre-announce standalone EdgeAction cmdlet removal #30160 is unchanged and does not execute that removal.
• Add offline API serialization and command-surface regression coverage.

Release coordination: This is a Draft for Azure PowerShell team review and approval, targeting the November 2026 general release. This PR does not remove standalone EdgeAction functionality and is not tied to executing the announced breaking-change removal. Module/package version numbers have not been manually changed. Normal public API/design and release approval remain with the PowerShell team.

The companion preview PR #30294 remains unchanged: it targets Az.Cdn-preview, uses API 2026-08-01-preview, and retains standalone EdgeAction resource cmdlets.

Validation

• Passed: AutoRest generation, Cdn-scoped build, module import/export, Markdown help generation, and external-help generation.
• Passed: 45 offline Pester tests (13 API-upgrade cases and 32 existing migration-warning tests); no Azure requests or resource mutations.
• Passed: public-surface comparison against base commit 19393a33c8: all 181 commands retained, including all 16 standalone EdgeAction commands; no removed parameters, parameter type changes, or removed parameter-set memberships.
• Passed: .NET reflection comparison against the pre-October stable PR build: all 1,543 exported types retained, with no removed public member signatures, base-type changes, or removed interfaces. Assembly version is preserved.
• Passed: parsing of all 8 changed PowerShell scripts, PSScriptAnalyzer comparison of changed source customizations/tests against the base (no new warnings/errors), and git diff --check against the base.
• Passed: no file deletions in the full PR diff; standalone EdgeAction generated cmdlets, tests, recordings, and examples are unchanged from the base. EdgeAction delivery-rule invocation-point completion adds canonical ClientResponse without removing existing values. Regenerated public EdgeAction help retains existing examples and documents Change Safety parameters that were already present in the base command surface.
• Pending live/CI validation: the prior July playback selection finished with 1 passed, 6 failed, and 1 skipped because existing recordings lacked the upgraded API version. That historical result is not an October test run. October playback recordings must be produced through the normal authorized live-test process, including ClientResponse rule Create/Update/Get coverage. Recordings were not rewritten or re-recorded, and no additional tests were marked skipped.
• Blocked: repository static-analysis tooling could not restore dependencies because of NuGet TLS failures. The existing alternative Azure PowerShell feed was also tried, but lacks required dependency versions. NuGet.Config was not changed. The successful scoped build used an invocation-only NuGetAudit=false override after the vulnerability service was unreachable; a vulnerability audit is not claimed as passed. Repository static analysis is not claimed as passed.

The Draft requires spec PR #46965 to merge (then pin the merged revision), confirmation that the target RP environment supports October and ClientResponse, updated recordings through the normal authorized test process, CI validation, and PowerShell team approval before becoming merge-ready. Client-surface compatibility checks do not establish untested backend behavior or approval to remove legacy public models.
