feat(pairs): approve without the fee, and a warm-up for new v4 listings - #105
Conversation
- review decision "waive": an admin approves an application that has not paid (open or changes); the reason defaults to "Fee waived by openlaunch." - approving (paid or waived) a token an admin already listed marks the application approved instead of failing with "already listed" - /admin queue: "Approve without fee" on unpaid applications; the application page says the fee was waived
A v4 pool's 30-minute average comes from our own minute samples, so a pair
listed minutes ago has none yet. The monitor checked ClawBank 39 s after
it was listed and marked it failing ("Failing since" on its page). For
the first 40 minutes a missing average on a v4 pair is now an unknown
reading, not a failing check.

- Line 337: Update the warm-up condition in guardedPairPrice to require leg.spot
to be positive, so zero or negative spot values continue to the existing price
failure path instead of being treated as an unknown average.
- Line 337: Update the warm-up handling around `leg.twap` and `pairWarmingUp` so
a missing TWAP marks only the average as unknown; do not return before the
downstream `poolLiquidityUsd` check, which must still report liquidity failures.

- warm-up excuses only the missing average: a non-positive spot still
fails, and the $25K liquidity check still runs while warming up
- an approval whose listing throws (not only one refused) puts the
application back where it was
- a partial payment before a waiver is shown ("Paid $X. openlaunch waived
the rest of the fee."), not "No fee"

CodeRabbit (outside diff) on #105: if a burn paid an open application's fee while its waived listing was running and the listing then failed, the restore wrote back "open", and settlement would not revisit it. An application that was open now goes back as paid (paid_at set) when its burns reach the fee; one waived from "changes" still goes back to "changes". Checked on Postgres for all three cases.

- a fee already paid is never recorded as waived: "waive" refuses an application whose burns reach the fee (a paid one in "changes" goes back through "again" and "approve") - the already-listed lookup runs inside the restore guard, so a failing query puts the application back too - test: the warm-up liquidity assertion requires both calls to exist

CodeRabbit (outside diff) on #105: the isPaid check ran before the claim, so a burn settling in between could still be waived away. The claim's UPDATE now requires paid_usd under the fee for a waiver, in the same statement. Checked on Postgres: waive at $0 claims, waive at $200 does not, approve at $200 claims. The claim-before-listing test now requires both markers to exist.

CodeRabbit full review on #105: a paid application in "changes" still showed the waiver button, which the server refuses with a 409. The button now renders only when !isPaid; the server check stays for a burn that lands meanwhile.
Two follow-ups from listing ClawBank, the first partner pair.
Tests for both; 1,348 pass, tsc and eslint clean.
